THE 2022 parliament pre- budget seminar has begun in Victoria Falls with key demands for a plan that inspires economic hope and is people centred.
Speaker of the National Assembly Advocate Jacob Mudenda set the tone when he proclaimed a broad based budget that will foster economic revival, take note of the demands of different demographics in the nation and address currency dynamics.
The host province which has key national projects in it’s backyard is also eyeing a significant stake in the 2022 national budget.
“The 2022 national budget must ensure its sustainability. Secondly it is my expectations that the 2022 national budget shall set aside resources to support the operationalization of of the Special Economic Zone status of the city as it will be a key enabler to the recovery and growth of the tourism sector and downstream economies.”
The participation of parliament in the budget making process is guided by legislative provisions stipulated in the Constitution (Amendment No. 20) of 2013 , the Public Finance Management Act and Standing Rules and Orders of parliament among others.
Given the fact that parliament is the oversight custodian of the national purse, this makes it’s role crucial in the budgetary process.
